INTRODUCTION
Relationships among people are at the foundation of Christian ministry and as such are central to the life of the church. Defining healthy and safe relationships through policies and codes of conduct is not meant in any way to undermine the strength and importance of personal interaction in our ministries. Rather, it is to assist in more clearly defining behaviors and practices that allow the church to more fully demonstrate its love and compassion.
Heights Church is committed to providing a safe and secure environment for all children, youth, and volunteers who participate in ministries and activities sponsored by the church. The SAFE CHURCH POLICY of Heights Church will be made available to any member of the congregation and distributed to all paid staff and volunteers as part of the training process. A signed statement of understanding will be required by all volunteers to provide everyone with a common point of reference.
PURPOSE
The primary purpose of the SAFE CHURCH POLICY of Heights Church is to create an environment that nurtures the physical, emotional, and spiritual well-being of all children, youth, and vulnerable adults involved in church programs and functions. A second, but equally important purpose is to protect volunteers from unfounded allegations of child abuse and/or sexual harassment. Lastly, to protect Heights Church by minimizing the extent of legal risk and liability as a result of child abuse or sexual harassment issues.
VOLUNTEER ENLISTMENT AND SCREENING
APPLICATION: All future volunteers aged 18 and older must complete the volunteer application and consent to a background check. All current volunteers who have not already will also be required to consent to a background check.
TEST DRIVE: An important part of the volunteer process is learning about the various service roles and environments. Test drives are opportunities to observe a specific ministry in action in order to gain an understanding for an individual’s fit in that particular ministry.
TRAINING: All volunteers will receive basic policy and procedure training and must acknowledge their understanding of the SAFE CHURCH POLICY. Volunteers may be requested or required to attend additional training in the future. If possible, new volunteers will initially serve alongside experienced volunteers or leaders.
REVOCATION: Heights Church reserves the right to revoke or deny any volunteer or prospective volunteer’s ability to serve in the church with or without notice at any time for any reason or without cause.
GENERAL EXCLUSIONS: Individuals who have been arrested for, charged with, are on deferred adjudication or regular probation for, or have been convicted of sexually oriented or sex-related crimes, either misdemeanor or felony, cannot serve in any area of ministry with minors or in areas that involve regular interactions with such. These areas include, but are not limited to: Kylee’s Place, Heights Kids, Heights Church Youth, Children’s Registration, Greeters, and Safety Teams.
SPECIAL CIRCUMSTANCES: In recognition of God’s ability to change lives through the finished work of Christ and the sanctifying work of the Holy Spirit, convictions or issues may be reviewed on a case-by-case basis by Heights Church Leadership. Heights Church Leadership reserves the right to grant the privilege to serve or employ individuals upon such review.
STUDENTS SERVING WITH MINORS: Students must always follow the instruction and leadership of adult volunteers. Students must be at least 12 years of age to serve in Kylee’s Place or Heights Kids in any capacity. Students must be at least 16 years old to serve with children under 2 years old. Students may not bring unapproved friends to volunteer with them. Students should not escort children to the bathroom alone. Students may not change diapers in the nursery.
SERVING IN HEIGHTS CHURCH YOUTH: All volunteers must be at least 21 years of age or married to be eligible to serve in Heights Church Youth.

This is for legal reasons protecting the church and the children as some parents do not wish for their children to be photographed.
VIDEO SURVEILLANCE: In Kylee’s Place and Heights Kids, Heights leadership has made the decision to include video surveillance of the Children’s Ministry Areas. This is to further protect our children, youth, and adult volunteers to increase accountability and provide evidence/documentation in the event a situation occurs that requires investigation. This will also aid in the event that the Two Adult Rule is unable to be enforced allowing easy observation of classrooms by a Premises Monitor.
PHYSICAL FORCE AND PUNISHMENT: Physical punishment is prohibited for discipline of children and students. This includes, but is not limited to spanking, slapping, pinching, hitting, or any other physical force. Physical force may only be used to stop a behavior that may cause immediate harm to the individual or others.
APPROPRIATE TOUCH: Appropriate touch is part of a healthy ministry. These are the guidelines for when, where, and how to use appropriate touch. Using good judgment, the following are good examples of appropriate touch:
SOILED CLOTHES: If needed, ask another adult/assistant to help so as to never leave a child on the changing station. Remove soiled clothes immediately and place in a plastic bag. Check the child’s diaper bag to see if extra clothes have been provided and place the bagged soiled clothes in the proper diaper bag. Note the occurrence so that parents can be notified when they pick up the child. If no extra clothes are provided, check with your room leader or ministry leader to see if any clothes are available. If not, please notify the parents immediately.

For clarification purposes, this DOES NOT include food items that include a statement similar to the following: “processed on shared equipment” or “processed on equipment that also processes peanuts.” Nut free items that include those statements ARE permitted.
GUIDELINES REGARDING ILLNESS AND DISEASE
Parents should not bring a child with a contagious disease (including the common cold) to any children’s program or event at Heights Church. A child with a contagious disease will not be allowed to participate in any children’s program at Heights Church until all symptoms are gone. Contagious diseases include, but are not limited to:

If a child shows symptoms of a contagious disease (except a common cold) after having attended a children’s program at Heights Church, a parent should notify the ministry leader, who will then notify parents of the other children present at the same session as the sick child. Unless granted permission, the name of the sick child will not be shared.
Please note that Heights Church also requests adults experiencing symptoms of contagious disease to exclude themselves from participation in Heights Church services or events.
GUIDELINES REGARDING INJURIES AND HEALTH CONCERNS
Several First-Aid kids are available throughout campus. Common, non-life-threatening injuries such as bumps, bruises, scrapes, mild burns, and minor cuts may be treated by able volunteers. For significant injuries, parents and medical team should be notified immediately. If any occurrence could be deemed life-threatening, call 911 immediately, then notify parents and medical team.

A church is a group of individuals living in relationship with each other. Naturally, relationships involve touch. There are many important benefits to human-to-human physical contact. It is a great way to express empathy and support, curb loneliness, and build connections between people.
Unfortunately, several movements in our culture have been so powerful that even seemingly innocent forms of touch have come under scrutiny. At Heights Church, we do not think we need to live in a world in which no one touches anyone else, but we do wish to be respectful to the varying degrees at which others are comfortable with touch.
We recognize that we cannot implement a strict “touch” policy in an atmosphere that many consider family, but we do wish to provide a general guideline.
INITIATING CONTACT WITH OTHERS: In general, we request all volunteers and staff of Heights Church to avoid contact with others anywhere that is not their arms, shoulders, or upper back. In greeting others, we request all volunteers and staff to limit the exchange to handshakes, fist bumps, and one armed “side hugs.”
RESPONDING TO THE REACTIONS OF OTHERS: Responding to social cues is a form of social maturity and we recognize that not all of us are perfect at reading others. In general, if someone pulls away from contact, stop the attempt immediately. In respect to the upbringing and experience of others, we should never assume that touch is always welcome, and it is not wrong for someone to reject a hug or other form of touch. We request all volunteers and staff to respond to such rejection so that the person is not harassed, humiliated, picked on, teased, or made to feel any other way than accepted and welcome.
COUNSELING/PRAYER MINISTRY: Heights Church requests that counseling and prayer ministries occur between members of the same gender. This specifically applies to members of our Altar Ministry and Heights Church Youth volunteers.
GUIDELINES FOR MIDDLE/HIGH SCHOOL MINISTRY:
Heights Church Youth refers to our middle and high school ministries. Students attending Sunday morning worship services or other events that are not Heights Church Youth events are considered under the care of their parents or guardians. Therefore, parents and guardians are responsible for setting standards for their own students.
However, these students are considered under the care of Adult Leaders and Chaperons in Student Ministry Services and Events. In an effort to set a standard for these services and events that avoids any confusion, the following guidelines are in place:
CHECK IN/CHECK OUT: Heights Church does not use a formal check in/check out procedure for our middle and high school ministries. The doors open at 4:00pm for fellowship on Sunday afternoons. Students are dismissed when Adult Bible Study lets out.
We recognize this is a very casual system. After dismissal, students may leave and find their parent/guardian or they may wait for their parent/guardian to pick them up. This decision should be made between the student and their parent/guardian.
AFTER HOURS: Heights Church Youth Services typically end around 5:15pm or when Adult Bible Study lets out. Parents and guardians bringing their students should make arrangements to pick up their students at this time.
If any student remains afterwards, an effort will be made to reach their parent/guardian and an adult leader or chaperon will remain with them until their arrival. Heights Church does not encourage adult leaders and chaperons to provide rides for students.
Abuse of this policy or continued need for after hours supervision may result in a student forfeiting the privilege of attending Heights Church Youth services.
PUBLIC DISPLAYS OF AFFECTION: To avoid any uncertainty or confusion, we simply do not allow public displays of affection during Heights Church Youth services and events. This includes holding hands, arms around shoulders/necks, sitting in each other’s laps, and prolonged holding/hugging.
OUTSIDE FELLOWSHIP AREAS: During Heights Church Youth services from 4:00pm until, students are not allowed to hang out in the basketball parking lot without an Adult Leader Present.
LEAVING CHURCH PROPERTY: Once a student has arrived at a Heights Church Youth service, they are not allowed to leave the church campus unless they are responsible for their own transportation and let an adult leader know. Walking to the store or wandering around campus is unacceptable.
DISCIPLINE/REMOVAL: Students who engage in harassment, disrespect, violence or other destructive actions after verbal warnings may be removed from student services and events.

- Carrying small children (no piggyback rides or carrying elementary-aged children)
- Short congratulatory or greeting hugs

- Never touch a child in any manner that may be construed as sexually suggestive
- Never touch a child between the belly buttons and the shins (with the exception of diaper changes)
- Children outside of Kylee’s Place should not sit in the laps of volunteers
- Playing rough with children or letting children play rough with each other
- Collect all supplies needed (including clean diaper for child’s bag, wipes, etc.) and place at the changing station before placing the child on the station

- Wet diapers only may be placed directly into the trash bin. Diapers that are soiled need to be placed in a plastic bag and then placed in the trash
- Wipe all soiled areas from the child’s skin with wipes
- Place a clean diaper on the child

- Wash your hands after each diaper change

- When there is a need for discipline, speak firmly and give specific consequences

- Disruptive behaviors include: fighting, throwing objects, disrespect, destruction of property, leaving class without permission, and willful failure to comply with instructions
Age 2-Pre Kindergarten
- Remove the child from the group and place in a chair facing away from the activities, but not out of sight of teachers
- Explain why they have been removed from the group
- Leave the child in time-out approximately one minute per year of age
- Express reassurance and acceptance of the child
- Notify parents of disciplinary actions when they pick up the child
- If the child refuses to cooperate with the time-out procedure or you continue to have problems, ask ministry leader for assistance and notify parents if necessary
- Discipline must be immediate and consistent to be effective
- Give the child the benefit of the doubt as their behavior may stem from immaturity as opposed to outright defiance
- Point out the unacceptable and redirect to acceptable behavior
- Give the option to change the behavior or to have a timeout
- Time out should be given after two warnings
- These situations must be dealt with quickly and decisively regardless of motive
- If a child is bitten, call the parent of the victim so the child can be comforted
- When the ‘biter’ is picked up, inform the parent with the goal being awareness for the parent, not embarrassment or condemnation of the child
- If a child bites a second time, they may be removed from the classroom for a limited time

This policy is to serve our congregation, volunteers, and staff as a common reference point in our interactions with others. We believe it is our duty to strive for safety in all aspects of church life.
